The next Scientific Council meeting was held at Sheki Regional Scientific Center of ANAS on July 24, 2025.

The meeting was attended by 11 members of the Scientific Council, heads of departments and scientific workers.

Opening the meeting, the director of Sheki RSC, docent Yusif Shukurlu, PhD in Physics, introduced the participants to the issues on the agenda. The agenda was put to a vote and adopted.

Associate Professor Yusif Shukurlu provided information on the tasks arising from the implementation of the Order of the President of the Republic of Azerbaijan dated March 19, 2025 on approving the "Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028", the Decision No. 11/1 of the Presidium of ANAS dated April 14, 2025 and the "Statute of the Aziz Sancar Honorary Diploma of ANAS". He stated that this award, the establishment of which is of great importance for science and scientists, is a chance for young scientists of Sheki RSC and suggested that they participate in the competition to receive the award.

The Scientific Council decided to submit internationally indexed articles reflecting the scientific activities of young scientists who meet the requirements of the award to the Presidium of ANAS.

Deputy Director for Scientific Affairs of Sheki RSC, Ph.D. on philology, docent  Kamil Adishirinov reported on the second issue on the agenda - "Regarding the decision of the Presidium of ANAS No. 14/15 dated June 2, 2025 on the approval of the Joint Action Plan of ANAS and the Ministry of Science and Education of the Republic of Azerbaijan".

He reported that joint events organized by Shaki RSC with many organizations of the Ministry of Science and Education on the occasion of the 80th anniversary of ANAS were held during the first half of this year, and several more events are planned for the next half of the year.

The scientific secretary  Vafa Atayeva informed about the next issue on the agenda - "Regarding the decision of the Presidium of ANAS No. 15/8 dated July 7, 2025 on the results of semi-annual reports on the scientific and scientific-organizational activities of scientific institutions and organizations, regional scientific divisions and centers of ANAS for the first half of 2025".

She informed the relevant decision of the Presidium of ANAS regarding the reports and brought to the attention of the members of the Scientific Council that the reports were accepted and considered satisfactory.

Tarana Abdullayeva, head of the Literary and cultural environment and folklore department, made a speech and introduced the participants to the "Decision No. 15/1 dated July 7, 2025 on the scientific report of Doctor of Philology Sarkhan Khavari on the topic "Discursive View of the Relations of Folklore and Statehood in the Postmodern Era".

She stated that a relevant work plan was prepared by the Literary and cultural environment and folklore department in connection with the implementation of the decision, the rapporteur introduced the work plan to the Scientific Council, and the work plan was voted on and adopted.

Namig Abdurahmanov, Head of the Electronic Services Department, provided information on "Discussion of obtaining a plagiarism program to ensure the verification of scientific works at Sheki RSC".

He stated that a study of plagiarism programs was conducted and the most suitable, reliable plagiarism program that meets modern standards and is used by prestigious scientific and educational institutions of the Republic was determined. She brought to your attention the information about the conditions of joining the program, its advantages, and the submitted proposals.

The Scientific Council decided that the presented plagiarism program to determine the similarities and potential compatibility of articles in the scientific journal to be published in Sheki RSC in a short time is satisfactory and that an appeal to the Presidium of ANAS be provided in this regard.
