On July 17, 2025, a scientific-practical conference on the theme "Year of Constitution and Sovereignty: Our Legal Values" was held in the assembly hall of Sheki RSC within the framework of the "Year of Constitution and Sovereignty" jointly organized by Sheki Regional Scientific Center of ANAS and Gabala Mediation Organization.
The event was attended by the representatives of Sheki and Gabala Mediation organizations, intellectuals of Gabala and Sheki regions, department heads and scientific staff of Sheki RSC.
Opening the event, the director of Sheki RSC, PhD in Physics, docent Yusif Shukurlu, greeted the participants and spoke about the importance of organizing the event jointly with the mentioned organization. He noted that as a result of the fundamental reforms carried out by the Great Leader Heydar Aliyev, the Azerbaijani people adopted their new national Constitution through a referendum in 1995, which created a legal basis for the establishment of a democratic, secular and unitary state in the country. Yusif Shukurlu said that every citizen of Azerbaijan should know their constitutional rights and be able to use them correctly. He also emphasized that every person has the right to appeal to a lawyer of his choice in order to protect his rights and legally protected interests in court proceedings, preliminary investigations and investigations. He added that the mediation process facilitates this work and gave the floor to Adalat Aliyev, a member of the Mediation Council of the Republic of Azerbaijan, head of Gabala Mediation Organization.
Adalat Aliyev, giving extensive information about mediation activities, said that the mediation process can be applied to any dispute in order to establish and maintain good relations between the conflicting parties. For this, the parties are free to choose and contact the mediator of their choice by mutual agreement, and confidentiality is ensured in the mediation process. He also noted that the mediation process helps to facilitate the work of citizens and lawyers, and reduce the workload of the courts.
Then the floor was given to Rahim Hasanov, Head of the Department of History and Epigraphy of the Sheki RSC, PhD in History. Rahim Hasanov, while providing information about world laws in his speech titled "Adoption of the Constitution of the Republic of Azerbaijan and Restoration of Our Sovereignty", spoke about the emergence of the first secular, materialistic laws in Rome and the fact that these laws still retain their influence, and the formation of the constitution on the basis of Latin, Frankish, and English laws.
The speaker drew attention to the fact that the Azerbaijani language was the State language in the Constitution of the Azerbaijan SSR established in 1921 as a result of the efforts of the National Leader Heydar Aliyev, and drew attention to important moments such as the State Sovereignty of the Azerbaijan SSR, the Declaration of State Independence of the Republic of Azerbaijan, the adoption of the most democratic Azerbaijani Constitutional Act, amendments to the constitution, restoration of constitutional rights with the restoration of the territorial integrity of our republic.
The event was also attended by Deputy Director for Scientific Affairs of the Sheki RSC, Doctor of Philology, docent Kamil Adishirinov, Member of the Mediation Council of the Republic of Azerbaijan, Head of Sheki Mediation Organization, mediator Darya Yasharli, Director of the Yemishanli village secondary school of Gabala district Sayyad Valikhanli and others.
Then, the head of Gabala Mediation Organization presented books to the employees of Sheki RSC.
