In August 2025, one of the founders of the Academy of Sciences of the Republic of Azerbaijan, an outstanding scientist and a well-known public figure, Doctor of Medical Sciences, a full member of the USSR Academy of Medical Sciences, laureate of the USSR State Prize, Honored Scientist, academician Mustafa Agabey oglu Topchubashov will celebrate his 130th anniversary.

Academician Mustafa Topchubashov is a highly influential personality who, with his multifaceted and fulfilling activities, has created a bright example of intellectualism. He has brought significant achievements to Azerbaijani medical science, made unparalleled contributions to the establishment of medical education and the healthcare system on modern foundations. Mustafa Topchubashov is one of the founders of the scientific school of surgery in the republic. The complex study of treatment technologies and surgical problems in various fields of medicine has been the main directions of the fundamental research of the innovative scientist. The widespread application of original treatment methods in practical surgery and the worthy representation of Azerbaijani surgery on an international scale are closely connected with the name of Mustafa Topchubashov.

Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, taking into account his special services in the development of healthcare and medical science in Azerbaijan, in order to ensure the celebration of the 130th anniversary of the birth of Academician Mustafa Topchubashov, I decide:

1. The Azerbaijan National Academy of Sciences, together with the Ministry of Health of the Republic of Azerbaijan, shall prepare and implement a plan of events for the 130th anniversary of Academician Mustafa Topchubashov.
2. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve the issues arising from this Order.
