Order of the President of the Republic of Azerbaijan

Guided by Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to optimize the activities of scientific institutions subordinate to the Ministry of Science and Education of the Republic of Azerbaijan and increase their efficiency, I decide:

1. The Cabinet of Ministers of the Republic of Azerbaijan:

1.1. To ensure the implementation of the following measures in stages by the end of 2025 and to inform the President of the Republic of Azerbaijan about their results:

1.1.1. To establish the following public legal entities subordinate to the Ministry of Science and Education of the Republic of Azerbaijan (hereinafter referred to as the Ministry):

1.1.1.1. The Institute of Geology based on the Institute of Geology and Geophysics and the Institute of Oil and Gas;

1.1.1.2. The Institute of Geography based on the Institute of Geography named after Academician Hasan Aliyev and the Institute of Soil Science and Agrochemistry;

1.1.1.3. Institute of Physics on the basis of the Institute of Physics and the Institute of Radiation Problems;

1.1.1.4. Institute of Chemistry on the basis of the Institute of Catalysis and Inorganic Chemistry named after Academician Murtuza Naghiyev and the Institute of Chemistry of Additives named after Academician Ali Guliyev;

1.1.1.5. Institute of Mathematics on the basis of the Institute of Control Systems and the Institute of Mathematics and Mechanics;

1.1.1.6. Institute of Botany on the basis of the Institute of Botany and the Institute of Dendrology;

1.1.1.7. Institute of Living Systems Research on the basis of the Institute of Zoology and the Institute of Physiology named after Academician Abdulla Garayev;

1.1.1.8. Institute of Molecular Biology on the basis of the Institute of Molecular Biology and Biotechnologies, the Institute of Microbiology and the Institute of Biophysics;

1.1.1.9. 2 (two) new scientific enterprises with modern infrastructure and scientific research and experimental production bases in accordance with international standards;

1.1.2. Transferring the Institute of Polymer Materials under the Ministry to the Sumgayit State University;

1.1.3. Transferring the Institute of Ecology and Natural Resources (Ganja), the Institute of Bioresources (Ganja), the Institute of Agrarian Problems (Ganja), the Botanical Garden (Ganja) under the Ministry to the Ganja State University;

1.1.4. Transferring the Institute of Natural Resources (Nakhchivan), the Institute of Bioresources (Nakhchivan), the Batabat Astrophysical Observatory (Nakhchivan) under the Ministry to the Nakhchivan State University;

1.1.5. Liquidating the “Nafta” Scientific Production Association, the “Ashgar” Scientific Production Association and the “Kompozit” Scientific Production Association under the Ministry;

1.2. Resolve other issues arising from this Order.

2. The Ministry of Science and Education of the Republic of Azerbaijan shall take necessary measures to resolve the issues arising from this Order.
3. The Ministry of Finance of the Republic of Azerbaijan shall ensure that the necessary financial resources are provided for in the state budget projects of the next years in accordance with paragraph 1.1 of this Order regarding the maintenance costs of newly established scientific institutions.
