2025 will mark the 190th anniversary of the birth of Seyid Azim Shirvani, a prominent representative of Azerbaijani literature, a powerful poet and a great educator.

Throughout his creative work, Seyid Azim Shirvani not only continued the centuries-old traditions of Eastern poetry with high artistry, but also played a significant role in enriching Azerbaijani literature with new enlightenment ideas in a situation where important socio-political changes were taking place. The poet, who glorified spiritual beauty in his brilliant lyrics consisting of valuable poetic examples, at the same time expressed a sharp attitude to the current issues of the time in his realistic satires, and paid special attention to the promotion of humanistic ideas in his didactic works. Seyid Azim Shirvani has always been at the forefront of the struggle waged by leading intellectuals for the socio-cultural progress of society. The new-style school he opened in his native language with the desire to realize his enlightening thoughts for the sake of serving the people has left a deep mark in the history of Azerbaijani education.

Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to ensure the celebration of the 190th anniversary of the great poet Seyid Azim Shirvani, I decide:

1. The Ministry of Culture of the Republic of Azerbaijan, together with the Azerbaijan National Academy of Sciences, shall prepare and implement a plan of events for the 190th anniversary of the great Azerbaijani poet Seyid Azim Shirvani.
2. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve the issues arising from this Order.
