September 2025 will mark the 140th anniversary of the birth of the great Azerbaijani composer, creator of the first opera in the East, great musicologist-scientist, talented publicist, playwright and teacher, well-known public figure, People's Artist, laureate of State Prizes, full member of the Azerbaijan Academy of Sciences Uzeyir Abdulhuseyn oglu Hajibeyli.

Uzeyir Hajibeyli is one of the powerful personalities who left an indelible mark on the history of Azerbaijani culture with his multifaceted creativity. The heritage of the selfless intellectual, who dedicated his life to the cultural progress of society, with high moral and aesthetic value, is a reflection of the literary and cultural renaissance of the Azerbaijani people that has spread since the first decades of the 20th century. Uzeyir Hajibeyli, the founder of the Azerbaijani composition school, enriched the national musical treasury with unique forms and genres as an innovative artist. He created rare artistic pearls that occupy an honorable place in the golden fund of world music in the deep unity of the musical achievements of the East and the West, and brought wide fame to Azerbaijani culture on an international scale. At the same time, Uzeyir Hajibeyli, thanks to his brilliant artistic genius, made valuable contributions to Azerbaijani dramaturgy, and wrote new pages in the annals of the press with his fiery journalism. His full social and political activity, imbued with the ideology of Azerbaijaniness, is an example of true patriotism.

Guided by Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to ensure the worthy celebration of the 140th anniversary of the birth of the great artist Uzeyir Hajibeyli, who made an unparalleled contribution to the development of Azerbaijani culture, I decide:

1. The Ministry of Culture of the Republic of Azerbaijan, together with the Ministry of Science and Education of the Republic of Azerbaijan and the Azerbaijan National Academy of Sciences, shall prepare and implement a plan of events for the 140th anniversary of the birth of the great Azerbaijani composer Uzeyir Hajibeyli.
2. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve the issues arising from this Order.
