Nakhchivan and Ganja divisions of ANAS, Sheki and Lankaran Regional Scientific Centers of ANAS joined the meeting online. Academician Isa Habibbeyli, president of ANAS, introduced the participants to the 18 issues of the agenda, and the agenda was accepted by voting. Academician Isa Habibbayli gave information about the reform package of ANAS, discussions were held. He took into account the creation of the "Electronic Services Department" at ANAS, the importance of studies on numismatics and epigraphy. For this, he noted that 3,510 units of employees approved by the Cabinet of Ministers can be transferred within the structure, but it will not be possible to recruit new personnel for the time being.

Later, the scientific report "Culture of Iraqi Turkmens" by professor Ghazanfar Pashayev, doctor of philological sciences, was discussed.

At the meeting, a decision was made to convene the General Meeting of the Presidium on September 28, 2023.

Academician Isa Habibbeyli evaluated the admission of ANAS to the Association of Asian Academies and Societies of Sciences (AASSA) in November 2022, to the Eurasian University Union (EURAS) in December, and to the International Scientific Council on June 4, 2023 as an event of international importance for the academy. The academician said that ANAS has full rights in the International Scientific Voting process from now on. Academician Isa Habibbeyli continued his speech and noted that ANAS applied for membership in Tulin International Academy of Sciences and received approval for membership in Turkish Academy of Sciences (TUBA). The academician emphasized that the main goal of all these moves is to ensure the integration of Azerbaijani science into world science.

ANAS President Isa Habibbayli informed about his scientific visit to the Republic of Bulgaria. He noted that a memorandum of understanding on mutual scientific cooperation between the National Academy of Sciences of Azerbaijan and the Academy of Sciences of Bulgaria will be signed. He pointed out that it is expedient to conduct joint research on "Gobrova and Shaki's humor" within the framework of cooperation with the Bulgarian Academy of Sciences.

At the meeting, it was decided to hold an international conference on "The Road to the Nobel Prize" on September 22, 2023.                

At the meeting of the Presidium, a decision was made to change the name of the "Historical heritage and ethnography" department of the Sheki Regional Scientific Center of ANAS, and to replace the name of the department "History, archeology, epigraphy", "Folklore and handicrafts" with the name "Literary environment, folklore and ethnography".. Commenting on this decision, Academician Isa Habibbeyli stressed that it is a pleasure to have qualified specialists in the "Historical Heritage and Ethnography" department of the Sheki Regional Scientific Center of ANAS, and that this department, which will continue to operate under the name "History, Archeology and Epigraphy" said that he hopes to conduct research in the western region on scientific basis, in accordance with the formalized work plans.
