2025 marks the 150th anniversary of the birth of Fatali Khan Isgander Khan oglu Khoyski, a prominent political and statesman of Azerbaijan, one of the founders of the Azerbaijan Democratic Republic and the first Prime Minister.

Fatali Khan Khoyski is a bright representative of the generation of selfless intellectuals who have honorably fulfilled the difficult task they have undertaken in the movement for the freedom and independence of the Azerbaijani people, who have been experiencing a national and cultural renaissance since the beginning of the 20th century. As a broad-minded, courageous, patriotic personality and a great political figure, he has always taken a position in the forefront of the struggle for the independence of Azerbaijan and was one of the signatories of the historic Declaration of Independence.

Since the first steps of the Azerbaijan Democratic Republic, the government cabinets led by Fatali Khan Khoyski have implemented consistent measures towards the organization of democratic state administration, achieved significant achievements in the fields of economy, culture, education, healthcare and military construction, and made worthy contributions to the recognition of Azerbaijan's independence by foreign states and the establishment of diplomatic relations.

Guided by Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to ensure the celebration of the 150th anniversary of the outstanding political and statesman of Azerbaijan Fatali Khan Khoyski, I decide:

1. The Azerbaijan National Academy of Sciences, together with the Ministry of Culture of the Republic of Azerbaijan and the Ministry of Science and Education of the Republic of Azerbaijan, shall prepare and implement a plan of events dedicated to the 150th anniversary of Fatali Khan Khoyski.
2. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve the issues arising from this Order.
