Guided by paragraphs 3 and 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to accelerate the development of artificial intelligence in the Republic of Azerbaijan, promote research in this area, improve information technologies and their management mechanisms on artificial intelligence, ensure the accessibility of its infrastructure, as well as strengthen the potential of qualified personnel, I decide:

1. The “Strategy of Artificial Intelligence of the Republic of Azerbaijan for 2025–2028” (hereinafter referred to as the Strategy) shall be approved (appended).
2. The Cabinet of Ministers of the Republic of Azerbaijan shall:

2.1. coordinate the measures provided for in the Strategy approved by Part 1 of this Decree and exercise control over its implementation;

2.2. inform the President of the Republic of Azerbaijan once a year about the implementation of the measures envisaged in the Strategy;

2.3. resolve other issues arising from this Order.

3. The State Service for Special Communications and Information Security of the Republic of Azerbaijan shall carry out an analysis of information security risks in the areas where artificial intelligence is applied in state bodies (institutions), including taking necessary measures to ensure information security related to artificial intelligence in state bodies (institutions).
4. Monitoring and evaluation of the implementation of the measures envisaged in the Strategy shall be carried out by the Center for Analysis of Economic Reforms and Communications on the basis of the order of the Cabinet of Ministers of the Republic of Azerbaijan.
