General Provisions

1.1. Azerbaijan National Academy of Sciences is a state higher scientific organization that participates in the development of science in the Republic of Azerbaijan and the implementation of state policy in the field of science.

1.2. The Academy is a non-profit legal entity.   

1.3. The academy in its action guided the Constitution of the Azerbaijan Republic, the intenational treatments which were supported by the Republic of Azerbaijan, the Law of the Republic of Azerbaijan “About Science”, this Charter, the other decrees of the President of the Republic of Azerbaijan, also decrees, decisions and decrees of the cabinet of ministers of the Republic of Azerbaijan, other normative legal acts.            

1.4. The Academy acts with government agencies, local self-government bodies, international and non-governmental organizations, other with legal and natural persons mutually.  

1.5. The Academy realizes its action with the scientific institutions and organizations, also with scientific sections.          

1.6. The Academy has an independent balance, used state property, treasury and bank accounts, a stamp that engraved a description of the National Emblem of Azerbaijan and its name on it, a logo (emblem), a flag, stamps and blanks.

1.7. The Academy is financed at the expense of funds of the state budget, extrabudgetary funds, credits, grants, donations, also income from innovation, entrepreneurship and other fields of activity according to the Law of the Republic of Azerbaijan “About Science”.   

1.8. According to the law the Academy has the right to make a deal, to acquire property and non-property rights on its own behalf and realize them. The Academy can act as a plaintiff or defendant in court.

1.9. The official name of the Academy is the following:

1.9.1. Full form – Azerbaijan National Academy of Sciences, abbreviated form – ANAS;

1.9.2. In English full form – Azerbaijan National Academy of Sciences, in English abbreviated form – ANAS.

1.10. The Academy is situated in Baku.

 

2. The purpose and directions of the action of the Academy

2.1. To serve economic, social, cultural and innovative development of the Republic of Azerbaijan is the main purpose of the Academy.

2.2. The action directions of the Academy are the followings:

2.2.1. To participate in forming and realizing of state policy in science field;

2.2.2. Realizing and helding the election of real, correspondent, foreign and honorary members of the Academy;

2.2.3. To ensure the organization and development of the scientific research carried out in accordance with the national priorities and development strategy of the socio-economic development of the Republic of Azerbaijan;

2.2.4. To provide an environment for the formation and protection of scientific potential;

2.2.5. To participate in the development and implementation of mechanisms promoting scientific innovation and the development of science;

2.2.6. To carry out scientific-methodical and scientific organizational works in the scientific institutions included in the structure.

 

3. The duties of the Academy

3.1. According to the action directions defined with this Charter, the duties of the Academy are the following:

3.1.1. To participate in the preparation of normative legal acts, state programs, strategies, national action plans, concepts in the field of science, in determining the priority development directions and development strategy of this field;  

3.1.2. To organize and ensure the conduct of scientific research, to support the organization of scientific research in accordance with the main priorities of state policy in the field of science;

3.1.3. To organize and conduct expertises, including scientific expertises;

 3.1.4. To participate in carrying out reforms in the field of science, improving the scientific infrastructure and modernizing the material and technical base of science;

3.1.5. To ensure the fulfillment of the obligations undertaken by the Republic of Azerbaijan on matters regulated by the international agreements of the Republic of Azerbaijan and related to the competence of the Academy;

3.1.6. To participate in the protection of the Azerbaijani language, to develop the scientific foundations of the ideology of Azerbaijaniism and national statehood, to conduct consistent and systematic research in this direction; 

3.1.7. To carry out scientific research on the protection and development of Azerbaijan's literary and public opinion, culture, historical and cultural heritage, traditions, national and spiritual values;

3.1.8. To preserve and present for use the scientific heritage, personal archives, manuscripts, other materials of historical importance of prominent figures of science, culture and art, to develop scientific schools; 

3.1.9. To adapt the scientific research works conducted to the priority development areas and directions of science;

3.1.10. To direct the income obtained from entrepreneurial activities to the development of the Academy and the social protection of its employees;

3.1.11. To promote scientific innovation;

3.1.12. To cooperate with scientific institutions and organizations, higher education institutions, public associations and other legal entities whose founding documents stipulate scientific activity, to develop interdisciplinary scientific research works;

3.1.13. To organize the administration and the reception of citizens in accordance with the requirements of the relevant normative legal acts, to take measures for the further education and improvement of the professionalism of its employees;

3.1.14. To inform the population about its activities, to create a website, to ensure that the public information it has and the list of which must be disclosed by the Law of the Republic of Azerbaijan "On obtaining information" is placed on that website and that this information is constantly updated;

3.1.15. To take measures to protect state and commercial secrets, as well as confidentiality;

3.1.16. To consider the applications received regarding the activity of the Academy in accordance with the laws of the Republic of Azerbaijan "On Citizens' Applications", "On Administrative Proceedings" and "On Obtaining Information" and to take measures in accordance with the law;

3.1.17. To ensure the efficient use of budget funds, loans, grants and other financial funds allocated to the Academy; 

3.1.18. To organize the information provision of the Academy and ensure its security;

3.1.19. Take measures to improve the structure and activity of the Academy;

3.1.20. To ensure the application of scientific and technical achievements, taking into account advanced international experience;

3.1.21. To perform other tasks determined by the acts of the President of the Republic of Azerbaijan.

4. The rights of the Academy

4.1. In order to fulfill its duties, the Academy has the following rights:

4.1.1. To make related proposals on the adoption of a draft normative legal act in the field of science, changes in the act, interpretation of the act, suspension or cancellation of its validity;

4.1.2. To request necessary information (documents) to state bodies (institutions), local self-government bodies, legal and natural persons and to receive such information (documents) from them;

4.1.3. To issue internal decrees and orders whose implementation is mandatory in connection with the organization of its activities, to control their implementation;

4.1.4. in the institutions included in the structure of the Academy's Presidium (hereinafter referred to as the Presidium) and the orders and orders of the President of the Academy, to check the state of compliance with labor and executive discipline, to organize clerical work, to review applications, and to take measures;

4.1.5. To participate in making decisions related to the development of science;

4.1.6. To cooperate with international organizations, relevant state bodies (institutions) of foreign countries, to study the relevant experience of foreign countries in order to investigate the possibilities of applying international experience;

4.1.7. To participate in scientific exchange programs, competitions and grant projects;

4.1.8. To become a member of international organizations, academies of other countries, scientific societies and associations;

4.1.9. To invite them to the Republic of Azerbaijan to conduct joint scientific research with well-known scientists of the world, participate in scientific expeditions, scientific events, make scientific reports or give recommendations;

4.1.10. To introduce Azerbaijani scientists to receive awards from international scientific institutions, to participate in international grant projects and competitions;

4.1.11. To exchange experience with relevant institutions of foreign countries;

4.1.12. To establish international scientific laboratories, organize their activities;

4.1.13. To involve independent experts and specialists in its activities;

4.1.14. To regulate the activities of the scientific institutions included in its structure and to support their development;

4.1.15. To make decisions on the reorganization and liquidation of institutions included in its structure, except for cases where the President of the Republic of Azerbaijan determines otherwise;

4.1.16. To engage in scientific innovation activity and entrepreneurship activity according to the directions of activity;

4.1.17. To take measures to improve the labor and social-living conditions, material security and health protection of employees;

4.1.18. Carrying out major construction, reconstruction and repair of construction objects for the needs of the Academy;

4.1.19. To conduct research on issues related to the directions of activity, create problem councils, committees, commissions and organize their activities;

4.1.20. To create and organize the activities of the Academy's development fund;

4.1.21. To conduct monitoring on scientific research, to organize scientific expeditions, field experiments;

4.1.22. To organize expertise on scientific research conducted in the institutions included in its structure and to carry out measures related to efficiency evaluation;

4.1.23. To analyze the scientific activity of the institutions included in its structure for the relevant period and make recommendations;

4.1.24. To participate in the examination of scientific discoveries and inventions;

4.1.25. To prepare qualified scientific personnel through doctorate and dissertation;

4.1.26. In accordance with the laws of the Republic of Azerbaijan "On the protection of historical and cultural monuments" and "On culture", to participate in the protection of historical and cultural monuments, as well as to ensure the study of monuments;

4.1.27. To give opinions and suggestions, conduct analyzes and generalizations, prepare analytical materials;

4.1.28. To publish encyclopedias, collections, research works and other printed media products;

4.1.29. To develop relations with outstanding Azerbaijani scientists living abroad, to conduct business with the scientific diaspora, to take measures for joint participation in grant projects;

4.1.30. To establish and present awards, conduct contests and grant grants;

4.1.31. To organize and hold conferences, meetings, seminars and other events;

4.1.32. Present members of the Academy, employees of institutions included in its structure to state awards and other awards, take measures to encourage them;

4.1.33. To take measures for the activities of the institutions included in the structure of the Academy in connection with other scientific institutions and organizations, educational institutions;

4.1.34. To exercise other rights determined by the acts of the President of the Republic of Azerbaijan.

 

5. The members of the Academy

5.1. Members of the Academy consist of full, correspondent, external and honorary members elected in accordance with this Charter.

5.2. The number of full and corresponding members of the Academy is determined by the President of the Republic of Azerbaijan based on the decision of the General Meeting of the Academy.

5.3. The real members (academics) of the Academy are selected from among the corresponding members of the Academy who are citizens of the Republic of Azerbaijan, conduct extensive research in scientific fields, enrich science with new knowledge, and create scientific schools.

5.4. Corresponding members of the Academy are selected from among the citizens of the Republic of Azerbaijan who have outstanding services in the development of science and enrich it with their valuable research.

5.5. Foreign members of the Academy are selected from the ranks of foreign scientists who have made valuable contributions to the world and Azerbaijani science.

5.6. Honorary members of the Academy are selected from among citizens of the Republic of Azerbaijan, foreigners and stateless persons, who are recognized as state, public, scientific and cultural figures worldwide.

5.7. Full and corresponding members of the Academy are elected for life.

5.8. When a full or corresponding member of the Academy loses the citizenship of the Republic of Azerbaijan, he is considered a foreign member of the Academy by the decision of the Presidium.

5.9. Each member of the Academy is represented in one of the scientific divisions of the Academy (hereinafter - the scientific division).

5.10. The members of the Academy participate in the General Assembly of the Academy, the meetings of the Presidium, the General Assembly, the Presidium and the Scientific Council of the scientific unit they are a part of.

5.11. A member of the Academy can participate in the work and meetings of another scientific section using all the rights of members of the section (except the right to vote in elections).

5.12. An external and honorary member of the Academy participates in the work of the General Meeting of the Academy and the General Meeting of the scientific section in which it is a part, with the right of advisory vote.

5.13. A member of the Academy submits his proposals for the development of scientific research and the expansion of international scientific cooperation to the scientific section or the Presidium.

5.14. Elections of members of the Academy are held no less than once in three years.

5.15. Full, external and honorary members of the Academy are elected by full members of the Academy participating in the General Meeting of the Academy (scientific section), and corresponding members of the Academy are elected by full and corresponding members participating in the General Meeting of the Academy (scientific section).

5.16. Full and corresponding members of the Academy are elected by secret ballot, with a two-thirds majority, and external and honorary members are elected by open ballot, with a simple majority.

6. Management and structure of the academy

6.1. The highest governing body of the Academy is the General Meeting of the Academy.

6.2. The collegial executive body of the Academy is the Presidium.

6.3. The activity of the Academy is headed by the President of the Academy.

6.4. The structure of the Academy and the number of employees are approved by the Cabinet of Ministers of the Republic of Azerbaijan based on the Academy's presentation.

 

7. General Assembly of the Academy

7.1. The General Assembly of the Academy consists of its full, correspondent, external and honorary members.

7.2. General Assembly of the Academy:

7.2.1. Accepts the Academy's charter and changes to the charter with the presentation of the Charter Commission of the Academy and submits it to the President of the Republic of Azerbaijan for approval;

7.2.2. Elects the president of the Academy and submits it to the President of the Republic of Azerbaijan for approval;

7.2.3. Approves the number of members of the Presidium and the composition of the Presidium;

7.2.4. Elects vice-presidents of the Academy, academic secretary, chairmen of regional scientific departments, as well as other members of the Presidium for a period of 5 (five) years (taking into account clause 8.5 of this Charter);

7.2.5. Approves the regulation on the organization and conduct of elections to the Azerbaijan National Academy of Sciences and the changes in that regulation;

7.2.6. Elects full, correspondent, external and honorary members of the Academy;

7.2.7. Makes a reasoned decision on dismissal and re-election of all members of the Presidium;

7.2.8. Discusses and approves the agenda of the General Assembly of the Academy presented by the Presidium;

7.2.9. Discusses and approves the main directions of scientific research with the presentation of the Presidium;

7.2.10. Discusses and approves the annual report on the activities of the Academy and the Presidium, as well as discusses and makes recommendations on the important scientific results obtained during the year in the country;

7.2.11. Elects the chairman of the Charter Commission of the Academy by open voting with a two-thirds majority of the members present at the General Meeting of the Academy and approves the composition of the Charter Commission of the Academy;

7.2.12. Makes a decision on the creation, reorganization and liquidation of scientific units based on the presentation made by the Presidium in agreement with the Administration of the President of the Republic of Azerbaijan, except for cases where the President of the Republic of Azerbaijan determines otherwise;

7.2.13. Except for cases where the President of the Republic of Azerbaijan determines otherwise, on the basis of the presentation made by the Presidium in agreement with the Administration of the President of the Republic of Azerbaijan, it makes a decision on the creation, reorganization and liquidation of scientific institutions within the structure of the Academy.

7.3. The General Meeting of the Academy is convened no less than once a year.

7.4. The General Meeting of the Academy is authorized when at least two-thirds of the full members of the Academy, and more than half of the full and corresponding members of the Academy during the elections of the members of the Academy and the Presidium, including the Academy president, vice-presidents, academic secretary and heads of regional scientific divisions, participate.

7.5. Decisions of the General Meeting of the Academy are made by open voting with a simple majority, except for the cases provided for in this Charter. Abstentions are not allowed during voting. In the event of a tie, the vote of the chairperson is decisive.

7.6. Amendments to the statutes and regulations of the Academy are adopted by a two-thirds majority of full and corresponding members present at the General Meeting of the Academy.

7.7. The time of the General Meeting of the Academy is set and announced by the Presidium.

7.8. Proposals on issues to be discussed at the General Meeting of the Academy are submitted to the Presidium by members of the Academy, scientific departments and scientific institutions. The agenda of the General Assembly of the Academy is drawn up by the Presidium.

8. The Presidium

8.1. The Presidium consists of the Academy's president, vice-presidents, academic secretary and heads of regional scientific divisions. Other full members of the Academy may also be elected members of the Presidium.

8.2. The composition of the Presidium is formed by the presentation of the President of the Academy in accordance with subsection 7.2.3 of this Charter.

8.3. The members of the Presidium are elected by secret ballot with a two-thirds majority of the full members present at the General Assembly of the Academy.

8.4. Elections of all members of the Presidium are held every 5 (five) years.

8.5. When a member of the Presidium dies or resigns based on his/her application, the General Assembly of the Academy elects a new member of the Presidium for the remaining period (not less than 90 (ninety) calendar days) until the next election of the Presidium.

8.6. Meetings of the Presidium are authorized when more than half of its members are present. Decisions of the Presidium are adopted by open voting with a simple majority of the members present at the meeting.

8.7. The Presidium annually reports to the General Assembly of the Academy about the results of scientific research conducted by the Academy and its activities.

8.8. The Presidium:

8.8.1. Manages the activities of the Academy in the period between the General Meetings of the Academy, executes the decisions of the General Meeting of the Academy;

8.8.2. Determines the time of the meetings of the General Assembly of the Academy, calls and conducts the meetings;

8.8.3. Approves the plan of scientific research conducted by the Academy;

8.8.4. Determines the structure of institutions included in the structure of the Academy, except for cases where the President of the Republic of Azerbaijan determines otherwise;

8.8.5. Approves the statutes about the flag of the Academy, as well as the scientific section;

8.8.6. Approves the statute and structure of the Presidium of the Azerbaijan National Academy of Sciences;

8.8.7. Approves the number and composition of the members of the review boards of the regional scientific units;

8.8.8. Submits an annual report on the activities of the Academy to the President of the Republic of Azerbaijan and the Cabinet of Ministers of the Republic of Azerbaijan;

8.8.9. Creates the Academy's development fund, ensures that the financial resources collected in that fund are directed to the social protection and reward of the Academy's employees and to solving the issues necessary for the development of science;

8.8.10. Approves the staffing table of the Academy;

8.8.11. It ensures the protection of intellectual property rights, state and commercial secrets, information intended for service use in the Academy;

8.8.12. Resolves issues related to holding scientific sessions, conferences, symposia, scientific festivals, forums and other events in the fields of activity of the Academy;

8.8.13. Approves activity plans of the Academy in the field of publishing work and supervises their implementation;

8.8.14. Makes a decision to establish a print media and online media entity, appoints and dismisses editors-in-chief of magazines, as well as approves the composition of editorial boards;

8.8.15. Organizes international scientific relations of the Academy;

8.8.16. Honorary doctor of the Azerbaijan National Academy of Sciences or "Honorary professor of the Azerbaijan National Academy of Sciences" is awarded to foreign scientists, public figures or cultural figures who have services to Azerbaijan science and actively participate in scientific and literary relations, and honorary doctor or honorary doctor professor presents diplomas;

8.8.17. Makes suggestions for applying the results of scientific research;

8.8.18. Listens to the report of the vice-presidents of the Academy and the heads of regional scientific divisions on the activity of scientific divisions;

8.8.19. Submits the annual report on the activity of the Academy to the discussion of the General Meeting of the Academy;

8.8.20. Distributes duties among its members, resolves personnel issues related to its powers;

8.8.21. Supervises compliance with this Charter by officials of the Academy and institutions included in its structure;

8.8.22. In order to ensure its activity, it creates advisory bodies, as well as scientific councils, commissions, centers and other bodies on fundamental and applied problems, regional issues, determines their composition and appoints their chairpersons;

8.8.23. Approves the annual budget of the Academy, supervises the expenditure of funds allocated from the state budget and received from other sources not prohibited by law;

8.8.24. Determines the directions and priorities of the budget financing plan of the Academy for the next fiscal year, prepares proposals for the preparation of the state budget;

8.8.25. Makes decisions on the issues discussed and supervises their implementation.

8.9. The vice-president of the Academy and the chairman of the regional scientific unit organizes the work of the General Meeting (Board) and the Scientific Council of the scientific unit headed by him.

8.10. The academic secretary of the Academy organizes meetings of the Presidium and ensures coordination of the activities of the Presidium with scientific institutions.

8.11. The position of academic secretary of the Academy can be assigned to one of the vice-presidents by the decision of the Presidium.

9. President of the Academy

9.1. The president of the Academy is elected from among the full members of the Academy at the General Meeting of the Academy and is approved for that position by the President of the Republic of Azerbaijan.

9.2. The president of the Academy is elected for a term of 5 (five) years by secret ballot with a two-thirds majority of the full members present at the General Meeting of the Academy.

9.3. President of the Academy:

9.3.1. Organizes the activities of the Academy;

9.3.2. Presides over the General Meeting of the Academy and the meetings of the Presidium;

9.3.3. Disposes of the use of the Academy's property and financial resources;

9.3.4. Represents the Academy, concludes contracts, issues power of attorney and performs other legal actions;

9.3.5. Approves the distribution of funds allocated from the state budget among the institutions of the Academy;

9.3.6. Signs international agreements based on the powers granted by the President of the Republic of Azerbaijan;

9.3.7. Appoints and dismisses employees of the Office of the Presidium and other employees within the framework of the nomenclature approved by the Presidium, takes incentive and disciplinary measures against employees;

9.3.8. Except for cases where the President of the Republic of Azerbaijan determines otherwise, the head of the scientific institution of the Academy (except for the regional scientific division) (after being elected for a period of 5 (five) years by secret ballot at the General Meeting of the scientific division in which the scientific institution is part and approved by the Presidium) appoints and dismisses that position;

9.3.9. The scientific institution of the Academy (except for the regional scientific unit) appoints and dismisses the deputy head for scientific affairs (after being elected for a period of 5 (five) years in the Scientific Council of the scientific unit and approved by the Presidium);

9.3.10. Issues internal decrees and orders that are mandatory for the Office of the Presidium and other institutions included in the structure of the Academy, organizes their implementation and supervises their implementation;

9.3.11. In the institutions included in the structure of the Academy, working groups, commissions, as well as coordination and management councils are created for the purpose of conducting monitoring, preparing strategic action plans, and organizing expert work.

9.4. If the president of the Academy is temporarily absent, he can delegate the performance of his powers to one of the vice-presidents.

 

10. Scientific division, regional scientific division and regional scientific center

10.1. The scientific department is created for the purpose of conducting the election of the members of the Academy, developing scientific researches in the fields of science, efficient organization of scientific activity and ensuring scientific cooperation.

10.2. Regional scientific department and regional scientific center are scientific institutions included in the structure of the Academy.

10.3. The scientific department is established by the General Assembly of the Academy based on the presentation made by the Presidium in agreement with the Administration of the President of the Republic of Azerbaijan, except for cases where the President of the Republic of Azerbaijan determines otherwise.

10.4. The decision to establish a scientific department is made by secret ballot with a two-thirds majority of full members present at the General Meeting of the Academy.

10.5. The vice-presidents of the Academy carry out the general management of the activities of the scientific units, the general management of the activities of the regional scientific units is carried out by the chairmen of the regional scientific units.

10.6. The supreme governing body of the scientific section (except for the regional scientific section) is the General Meeting of members of the Academy united in this section.

10.7. During the period between the sessions of the General Meeting of the scientific unit (except for the regional scientific unit), its work is carried out by the Scientific Council of the scientific unit.

10.8. The composition of the Scientific Council of the scientific unit (except for the regional scientific unit) is elected for a period of 5 (five) years from among the full and corresponding members of the Academy by a two-thirds majority of the members participating in the General Meeting of that scientific unit for a period of 5 (five) years and approved by the Presidium. The number of members of the Scientific Council of the scientific unit (except for the regional scientific unit) is determined by the president of the Academy.

10.9. The scientific department, which is part of the scientific institution of the Academy, conducts the election of the members of the Academy in the fields of science covered by it, conducts the election of the head of the scientific institution and his deputy for scientific affairs, and submits a motion to the Presidium for approval, as well as elects the scientific secretary and scientific employees of the scientific institution, appoints scientific- leads the organization and carries out scientific-methodical work.

10.10. The scientific department, which is not a scientific institution of the Academy, conducts the election of the members of the Academy in the fields of science it covers, organizes scientific discussions, provides scientific-methodological assistance and makes recommendations.

10.11. The scientific section (except for the regional scientific section) submits a petition to the General Meeting of the Academy about the candidates for full and corresponding membership of the Academy elected at the General Meeting.

10.12. Regional scientific departments and regional scientific centers organize the study of the natural resources, history, archeology, culture, including literature and folklore of the regions they cover, participate in the investigation of various problems of the socio-economic development of the country within the powers of the Academy, and engage in scientific research activities.

10.13. The supreme governing body of the regional scientific division of the Academy is its Presidium, except for the cases determined otherwise by the President of the Republic of Azerbaijan.

10.14. The Presidium of the regional scientific division consists of the chairman, vice-chairmen, scientific secretary and other members of the regional scientific division. The members of the Presidium of the regional scientific section are made up of full and corresponding members of the Academy for that section and other full and corresponding members appointed by the Presidium of the Academy, as well as heads of scientific institutions included in its structure.

10.15. Except for the cases specified by the President of the Republic of Azerbaijan otherwise, the chairman of the regional scientific section is elected by secret ballot with a two-thirds majority of the full members attending the General Meeting of the Academy, and is appointed and dismissed by the President of the Academy.

10.16. The deputy chairman of the Presidium of the regional scientific section, the scientific secretary and other members of the Presidium (except the members of the Academy for that section) are approved by the Presidium of the Academy for those positions based on the presentation of the chairman of that scientific section.

10.17. The president of the Academy appoints and dismisses the head of the regional scientific center of the Academy, except for cases where the President of the Republic of Azerbaijan determines otherwise.

 

11. Foundations of property and financial activity of the Academy

11.1. The property of the academy is formed from the property provided by the founder, as well as funds allocated from the state budget, income, donations, grants, involved investments and other funds not prohibited by law.

11.2. The Academy exercises its powers in relation to the state property on the balance sheet in accordance with the Decree No. 586 of the President of the Republic of Azerbaijan dated June 6, 2007 "On the preservation and improvement of the efficient use of state property".

11.3. Funding of the Academy is shown in a separate line in the state budget every year.

12. Accounting and reporting in the Academy

12.1. The Academy conducts accounting, compiles and presents financial reports in accordance with the Law of the Republic of Azerbaijan "On Accounting".

12.2. The Academy compiles and presents statistical reports in accordance with the Law of the Republic of Azerbaijan "On Official Statistics".

13. Dissolution and reorganization of the Academy

The cancellation and reorganization of the Academy is carried out by the President of the Republic of Azerbaijan.
